1. Requirements

 

Note 1:

Carriers must provide information of the German federal ministry of health to all PAX.  

Note 2:

Please advise PAX to check travel restrictions, testing and quarantine obligations prior to departure.  

Note 3:

due to reciprocity reservations entry into the federal republic of Germany is prohibited to pax who have resided and last stayed in the following states: China. This does not apply to:

1. German citizens
2. EU citizens
3. citizens of Liechtenstein, Switzerland, Norway or Iceland
4. third-country nationals with current right of residence in Germany, other EU countries, Liechtenstein, Switzerland, Norway or Iceland
5. 1st and 2nd degree relatives (grandparents, parents, children, grandchildren and siblings) of pax listed under 1 – 4 above
6. pax who have resided and last stayed in Hong Kong, Macao and Taiwan

Pax who have resided and last stayed in China are permitted to enter the federal republic of Germany provided they have an imperative need for travel:

1. healthcare workers, health researchers and geriatric care workers
2. skilled and highly qualified foreign workers if their employment an economic- perspective and the work cannot be postponed or performed abroad,
3. freight transport and other transport personnel,
4. seasonal workers in agriculture,
5. seafarers,
6. foreign students, trainees, volunteers,
7. persons immigrating into Germany for the purpose of joining their families and visits for urgent family reasons or short term visits of core family members (husband/wife, minor children, parents of minor children) or unmarried partners in a relationship with German nationals, EU citizens and third-country nationals with current right of residence in Germany or joint short term visits of couples (third country national and German national/EU citizen) residing together in a third country for important reasons,

8. persons in need of international protection or for other humanitarian reasons, 9. diplomats, staff of international organisations, military personnel and humanitarian aid workers in the exercise of their functions, 10. ethnic German resettlers, 11. passengers in transit.  

Note 4:

Carriers are prohibited to transport pax from an area of VOC to Germany. This restriction applies to all travel of pax originating from an area of voc. Designation of areas of voc: carriers are strongly advised to regularly review the designation list. designations are subject to change at short notice. Exemptions: the transport ban does not apply to – pax having German nationality and pax residing and with right of residence in Germany as well as their spouses, partners from the same household, minor children and parents accompanying their minor children. in the case of flights from member states of the European Union or the United Kingdom of Great Britain and Northern Ireland: the transport ban does also not apply to pax with a partner in Germany (German nationality or right of residence in Germany) who does not belong to the same household,

• – pax transiting a German airport including transit from or to another Schengen country,
• – exclusively cargo or postal or ferry flights,
• – repatriation of aircrafts and crews,
• – transportation of personnel in the interest of public health,
• – ambulance flights and flights transporting transplant organs and necessary accompanying personnel,
• – flights for urgent humanitarian reasons,
• – flights on behalf of the euratom safeguards, the international atomic energy agency, the united nations and its agencies, the European union and the European centre for medium-range weather
• forecasts,
• – members of a foreign diplomatic mission or consular office as well as their accompanying spouses, partners from the same household and minor children whose appointment and arrival has been notified to the federal foreign office,
• -transport of persons accredited by the respective organising committee for the preparation, participation, implementation and follow-up of international sporting events, international sporting events,
• – transports of vaccinated pax for which the federal government of Germany has confirmed that their transport is in the national interest.

List of approved vaccines: see Paul-Ehrlich-institute link and other vaccines mentioned by paragraph 2 no. 10 coronavirus entry regulations (coronavirus-einreiseverordnung) below. Three days in advance carriers must notify to the federal police flights from an area of voc to the federal republic of Germany for transport of pax residing and with right of residence in Germany and for pax having German nationality as well as their spouses, partners from the same household, minor children and parents accompanying their minor children.  

Note 5:

Crew and pax from 12 years of age including transit pax who have stayed in an area of variants of concern (voc) during the last 10 days before entry must have proof of pcr, poc-nat or equivalent test for sars-cov-2. A negative antigen-test or a proof of vaccination or a proof of recovery of sars-cov-2 alone will not be accepted. Airlines must check proof of a negative test for sars-cov-2 on a random basis. A proof of negative test for sars-cov-2 is subject to additional random checks by the federal police / competent authority at destination airport in Germany. For transport staff further exceptions may apply. Please  check against regulation.  

Note 6:

the following tests are accepted: pcr, poc-nat or equivalent test, the sample collection for the test must not be older than 48hrs before time of or planned time of departure.  

Note 7:

entry registration: pax who intend to enter Germany and who have stayed in an area of voc within the last 10 days prior to entry must register electronically. Use of digital online procedure is strongly advised. Paper-based registration is only accepted as a replacement. If electronic registration is not possible, official substitute registration form must be used. pax transiting via a German airport are exempt from entry registration. Further exemptions apply. Please check against regulation.  

Note 8:

Proof of successful entry registration or substitute registration form must be kept by pax at all times and presented on request to the carrier or the competent authority.  

Note 9:

proof of successful entry registration or substitute registration form must be checked by carriers against id card or equivalent prior boarding on a random basis. pax transiting via a German airport are exempted.  

Note 10:

on flights from Schengen countries to Germany substitute registration form must be collected by the aircraft crew and handed over to the competent authority at the destination airport in Germany. on flights from Non-Schengen countries to Germany substitute registration must be kept by pax and handed over to the federal police / competent authority at the destination airport in Germany during border control checks.  

Note 11:

flights from Non-Schengen countries to Germany: proof of successful entry registration and substitute registration form are subject to additional checks by the federal police / competent authority at destination airport in Germany.  

Note 12:

Crew exemptions – entry registration: crews entering Germany and who have stayed in an area of voc during the last 10 days before entry are exempted from entry registration

• provided that compliance with appropriate safety and hygiene concepts is guaranteed. this does not apply to crews who have stayed
• provided that compliance with appropriate safety and hygiene concepts is guaranteed. this does not apply to crews who have stayed longer than 72 hours in a voc within the last 10 days and will stay longer than 72 hours in Germany.

 

Note 13:

Crew exemptions – quarantine: crews entering Germany and who have stayed in an area of voc during the last 10 days before entry are exempted from mandatory quarantine. This does not apply to crews who have stayed longer than 72 hours in an voc within the last 10 days and will stay longer than 72 hours in Germany.  

Note 14:

pax travelling as part of an official German delegation via the government terminal of ber or via cgn and having stayed in a voc area are exempted from entry registration. pax must present a proof of negative test for sars-cov-2.  

Note 15:

pax travelling professionally in order to transport goods (esp. medical supply): requirements of note 12 and 13 apply.  

Note 16:

Carriers must name a single point of contact (spc) for information requests from the health authorities. the contact details of the spc (company name, complete address, telephone, e-mail) must be communicated to oegd-kontakt@rki.de.  

Note 17:

carriers must keep the electronically stored booking data of pax for flights from an area of voc to the federal republic of Germany available for 30 days after the arrival and provide them to the health authorities on request. this applies, in particular, to electronically stored data for identification and contact details of travellers as well as to seating plans.  

Note 18:

the crew of an en-route aircraft must inform upon identifying a suspected case of communicable disease or other public health risk on board the aircraft promptly the destination airport according to icao pans atm doc 4444.

acceptance period: an additional third primary dose of any vaccine mentioned above is required when 270 days have passed since the second primary vaccination with a vaccine that is not approved by ema.
